"The proc on the crafted axe Nightfall currently has a debuff that claims to increase incoming spell damage by 15%. The item did not have this version of the debuff until Patch 1.11.0. Originally the debuff from the axe was as follows:

ну не 15% спд, но вроде не так уж и плохо?

Статус только Confirmed, неизвестно пофиксят ли вообще. К тому же известны случаи, когда из confirmed переходили в Invalid. Так что пока там не будет пометки Resolved, можно смело ОТ крафтить топоры на рагнароса, собаку, нефа и многих других боссов.
